I'm using another laptop now from when I first reported the bug (an X1 Carbon
running Ubuntu 20.04.01) and I don't use IRC much these days, but I can still
reproduce the issue. As an example, I chose the file
/usr/share/sounds/gnome/default/alerts/sonar.ogg. I verified that this file can
be played fine by other apps on the system, but no sound is made when clicking
the "play" button in the notification settings.

Please let me know if there's any other information you'd like which might help
you diagnose this problem.
