Bug 340748 - Disable auto-WHO for Twitch servers.

Hies!

I was looking into bug 340748 [1] again finally, and going through the
code wondering if there already is a mechanism to use for grabbing the
'421' (as mentioned in comment 3), and doing something with it, but
couldn't find it if it's there.  Is it?

Any additional tips should also be helpful, since I'm not very
experienced with writing new code still, sadly, though I tend to fiddle
a bunch with existing things.  :]
