The tooltip in the nicklist  (usually displaying whois information) is empty on
network connection issues, thus only displaying a tiny border

Reproducible: Sometimes

Steps to Reproduce:
1. Be in a channel with more users than konvi keeps track of
2. Sabotage connectivity
3. Hover mouse over user in nicklist

Actual Results:  
You get a tiny border indicating a tooltip should be there, but it is without
content

Expected Results:  
Either no tooltip at all or, imo better UX wise, a message indicating that the
information could not be fetched and that the user shall check the connection
should be displayed
