There are a number of channels that are quiet for the most part but very active
when they get going. It would be good to have an event that gets triggered when
someone speaks after a period of silence but not everytime there is a
discussion in the channel.

Reproducible: Always

Steps to Reproduce:
1.) Join a relatively quiet channel
2.) Do work for a period of time 
3.) Check Konversation and note how many channels have had someone say
something 

Actual Results:  
1.) Go through the channels and note how many people have left after waiting
for a response
2.) Ponder why you are hanging out here since you are of little aid

Expected Results:  
1.) Get notified of someone's presence and respond
2.) Go back to work with a sense of fulfillment

Knotify is not that flexible so I'm suggesting 30 minutes as a reasonable (I
think) time period before notifications kick in. Perhaps there could be a
variable that Konversation could register on start up that could be changed?
