Currently there is no way to put focus on the chat text view by keyboard
shortcut. It is possible to use PageUp/PageDown to scroll it pagewise
regardless of focus, as well as scroll it linewise by using Shift+Up/Down, but
focus is required to be able to use the Tab key to jump between links in the
chat text view.
