Why the dudgeon? Please note that it *was* entered as a "wis" not a "bug". I
would even have set the priority to "Rawther low, old chum" had I seen a way to
do so.

My rationale is that IRC is a much more "real-time" app' than most others in a
"stock" KDE install and a prime candidate for a multi-time zone environment,
thus it might benefit from this ability. Local time seems quite appropriate for
all the other things common to the KDE desktop. I'm far from suggesting that
*all* app's might need this feature, only commenting that it would be a nice
grace-note to this one.
