First of, the "Report Bug" feature is not implemented in Konversation, but in
the libraries it uses; this applies to all KDE (3) applications on your system.

Second, please report this problem to Kubuntu, as kfmclient (a core KDE
executable) not being found is a system setup issue, i.e. they screwed it up.

As for why Konversation says it is running on KDE 3.5: Konversation 1.1 is a
KDE 3 application and uses KDE 3's libraries. Those libraries happen to be of
version 3.5.x on your system. A KDE 4 port of Konversation is in the works.
