Long story told short: connecting to PTnet (irc.ptnet.org) yelds this after
connecting:

[18:43] [Notice] -HUBtestes.ptnet.org- *** Limit of 15 users in the ISON/NOTIFY
list exceeded, more than that causes server overload and lag !, use WATCH
instead !

and every 20 seconds, as expected by the Notify configuration.

LONG STORY with some possibly interesting details.

I can't find anywhere info about WATCH and Konversation, I'd say it is
partially implemented since accessing "Watched Nicks Online", even with Notify
off, tells me who is online.
Either
a) the list has been uploaded server side by Xchat and Konversation
automagically interprets the server-side notifys
or
b) Konversation uses both methods and offers no possibility to turn ISON off on
the GUI
or
c) some other completely random reason
