Okay, I verified it. I set the channel limit to 9, and now on reconnect it's
trying:
"JOIN
#zsnes,#nsrt,#snes,#zsnes-docs,#secret0,#nesvideos,#secret1,#secret2,#vba-m
.,.,.,.,pass0,.,9,pass2"

So for some reason, on automatic reconnect (after lag for 3 minutes) instead of
manual reconnect, if a channel has a user limit set, it's overriding the
password with the channel limit.
