We're aware of this problem and have been in contact with Jonathan Riddell from Kubuntu to sort it out. It's a packaging rather than a Konversation issue.

Background: Kubuntu extracts the *.mo language files from various applications into a language-pack-kde-xx-base package (where xx is the language code), hence the absence of them in the Konversation package itself is intentional. But even with language-pack-kde-de-base installed, Konversation would not show up in German. Kubuntu has promised to look into the matter.
