When the option "Bring new tabs to front" is enabled, pressing F6 twice will bring up the URL catcher.

How to reproduce:

1. Enable "Bring new tabs to front".
2. Press F6.
3. Notice how the URL catcher is opened and focused.
4. Press F6 and the URL catcher closes again.
5. Now disable "Bring new tabs to front".
6. Press F6 and notice how the tab is created. but not focused.
7. Press F6 again and notice how it gets focused.
8. Press F6 once more to close the URL catcher.

If you do the same for any of the other windows, DCC Status window or Watched nicks, this behavior does not occur.

Expected behavior:

URL catcher follows same behavior as other windows when "Bring new tabs to front" is disabled. It should open and closes without getting focus.
