Patch to disable toolbar accelerators

I took
https://invent.kde.org/utilities/kate/-/commit/7154bbd48a167b37ba3a2271cd638f12351771c4
and turned it into a patch that can be applied to Konsole. It successfully
disables toolbar accelerators for me (Alt-f now delivers M-f to my terminal
instead of launching the Find box). IDK if that's mergable as-is or if it would
be better for this to be driven by the "Enable menu accelerators" setting so
people who need the accessibility can continue to use them.
