url filter: remove trailing non-URL characters

Adjusted UrlFilter::newHotSpot to strip non-URL trailing characters (e.g.,
commas, dots) using regex "[',.:;]+$". This ensures correct URL parsing without
trailing punctuation.

Test case: 'https://example.com.' should exclude the trailing dot.
