I have it on Wayland Arch. I see it in System Settings > Shortcuts under
Applications > Konsole.
I do not recall doing anything special to set that.
I have installed plasma-meta and kde-applications-meta.

How are you testing? If not on bare-metal, is your VM intercepting that
keychord.
