Yes, when the toolbar and menubar are both hidden, KHamburgerMenu makes the
main menu structure appear in the context menu.

Another option would be to add the "Application Menu" button to your windows'
titlebars in System Settings > Appearance > Window Decorations > Titlebar
buttons. This would affect all windows with in-window menubars though, not just
Konsole.
