Reuse failures - Re: Konsole | Failed pipeline for master | 6f5b2140

I enabled reuse in the gitlab CI.  It checks for license/copyright on all files.  It will fail for a long time as it will take a lot of effort to fix.  I may turn it off as I have a local copy of reuse software.
