What does that mean for this bug report? Is there anything I can do to help? 

I'm btw. fairly certain I put this bug report in the wrong place. I have the
same issue in ksysguard and gvenview and I have now checked and confirmed that
this issue only happens with the touchpad, not the mouse. So I guess it should
either go to whatever handles tab bars in plasma or to libinput(?). I don't
have that issue while switching between applications and places in the app
launcher.
