Ideally this would be something that has do be done in the QStyle, but given
the diversity of tab bars we have, it would only make sense in the case that a
tab bar appears directly below a window's Tools Area and spans the full width.
Then again we already have code to do that in other cases, so we could perhaps
do it here too. Moving to Breeze.
