It doesn't seem to, no.  I set the window rule immediately when installing
plasma, and the "tab" colors are wrong every time.  But, if I just change
breeze globally to "Breeze Dark," every new konsole instances shows a dark tab
bar.  So, it seems to be related to forcing the color per-application in
Plasma's settings.
