two top lines rendered on top of each other

SUMMARY
last lines on screen  doesn't render correctly.

STEPS TO REPRODUCE
1. open console.
2. generate enough output to push lines all the way to the top


OBSERVED RESULT
last line and penultimate line gets mangled.

EXPECTED RESULT
last two lines rendered correctly.

Removing emoji enabled fonts doesn't help.
