The practical impact of this issue is that it makes base16 color schemes
unable/harder to use.  

In base16, the "intense" colors are usually some gray tones used for status
bars, gutters, or other interface elements.  If you then want to print
something in "bold red" it will end up being printed as "bold gray", for
example.
