KDE can't help you in this case, your distro is responsible for giving you
packages, KDE team just make the software.

Kubuntu have decided (so far) not to upgrade to newer Plasma apps. It is not
something the KDE team can control.

I suggested KDE Neon as it's closest to your current OS, it is an LTS base with
the latest Plasma applicaitons, framekwork and desktop.
