I've made a little progress.  I brought up plasma and the konsole scrollbar
visibility is fine there.  If I go to another system and log in via ssh on an
xfce based system, the scrollbar is as as I described earlier.  

This is different from earlier behavior.  I went back and checked and the
versions that were OK were konsole-17.12.0; kf5-5.41; qt-5.10.0.

Do you support konsole in a non-plasma desktop environment?
