SUMMARY

The scrollbar is unusable with black/dark color scheme like Green on Black.

STEPS TO REPRODUCE
1. Settings->Appearance->Green on Black

OBSERVED RESULT

The scrollbar is invisible.  It is black next to the black background.
The scrollbar 'thumb' or 'slider' is also invisible.

EXPECTED RESULT

A scrollbar with a background that contrasts with the background.  A thumb
portion that contrasts with both the scrollbar and the background.
