Konsole 19.08 RC on Arch Linux...

STEPS TO REPRODUCE
1.  open Konsole
2. right click on its entry in plasma planel, select "Open a new tab" (Konsole
opens a new window instead)
3. repeat the previous step: now a new tab opens as expected
