Note: I am no maintainer but from the bugsquad.

I can reproduce this bug on my system.
I attached the software version used in my system and updated the konsole
version in the description.

Unfortunately I do not know what triggers this bug.
It can be KWin oder konsole.

Additional notes:
It seems that spamming F11 (so fullscreen and back) is buggy.
Oftentimes I end up in a non maximixed window mode.
