You can do that in konsole by adding an entry in the key bindings editor for:
Return-Shift+Ctrl
and set it to send whatever escape sequence you want. Note that Enter is the
key on the keypad (numpad), whereas Return is the Enter key in the middle of
the keyboard (usually above Shift).
Closing as invalid, as you can set Ctrl+Return to send any escape sequence.
