D13582: Extract ScrollBar to it's own Class

REVISION SUMMARY
  There are some bugs to squash - but it's mostly done.
  
  Update the number of lines scrollbar has to deal with
  
  Remove debug created for testing purposes
  
  Revert "Treat scrollBar as overlay"
  
  The idea to always treat the scrollbar as overlay is wrong
  as some themes are not translucent.

  Theme bar overlay is now Style Aware
