All my system's locale settings are set to en_IE.UTF-8, but the time zone is
set to Tokyo/Japan and the ip address is also identifiable as being located in
Japan.
For some unfathomable reason, vi (and some other apps) give me a half-english
and half-japanese user interface/messages.
When I start vi, I get this

also in the lower right corner vi shows: 全て, which is Japanese for "all".
I used discover to remove and reinstall GVim, but to no avail.
I also created a .vimrc file with
et langmenu=en_IE.UTF-8
language messages en_IE.UTF-8
but again to no avail.
I also have a similar issue with VLC media player.
For some unfathomable reason, these apps ignore my system's locale settings and
give me a half-english and half-japanese UI. Maybe this is due to the server
from which the debian packages are downloaded upon install. Or maybe it is due
to the IP address, or the time zone, possibly during installation, maybe
Discover picks the wrong package based on IP or time zone.
Any assistance would be appreciated.
