I'll reopen the bug:  I found a way to reproduce it in todays kde neon dev 
 unstable  (updated right now so I assume master a few hours ago)

To reproduce:

 * close konsole and rm ~/.config/share/konsole/*
 * start konsole + Setting -> Edit current profile -> 'Scrolling' tab
 * click on e.g. 'hide' => 'Apply'

BUG:
 * 'Profile 1.profile is created in ~/.config/share/konsole/ but scrollbar
   does not hide.

 * Everytime you switch between left/right/hide  + 'Apply' a new
   'Profile N+1.profile' is created but konsole scrollbar does not change
   (still shown at the right)

'Workaround':

 * close konsole and start it again
 * switch again between left/right/hide + 'Apply' in Edit current profile.

=> Now it works as expected: konsole scrollbar is updated when 'Apply' is
clicked.
  Note: there is new Profile X.desktop created. Instead the last 
  Profile N.desktop  is updated with every 'Apply' action.

Hope this helps to find the cornercase bug.
