I _guess_ Christoph meant to repeat the command that I showed for konsole
itself:

cat /proc/$(pidof kwin -- or I'm not sure what's the exact process name)...

But at this point it seems your whole desktop is UTF-8 and the problem lies
somewhere else. And, kwin's locale should not matter (unless, of course, it's
buggy).
