I am also affected by this. 
Debian Testing (Stretch),
Plasma 5.8.2
Turning on scale factor makes random horizontal lines appear in Konsole, on
both screens (one is hidpi, the other is a regular screen).
Resizing Konsole windows makes these lines appear and disappear.
