Opening a new shell konsole and using the mouse wheel -> scrolls through bash
history. As soon
as there is a scrollback buffer the mouse scroll wheels scrolls through the
scrollback buffer.


Reproducible: Always

Steps to Reproduce:
1.  Open a new konsole shell
2.  Use scrollmouse -> in the line with the shell prompt, one sees the bash
history scrolling
3.  File scrollback buffer. e.g.  ls -l /usr/bin
4.  Use scrollmouse ->  konsole tab scroll thrugh konsole's scrollback buffer
5.  View -> Clear Scrollback
6.  Use scrollmouse -> in the line with the shell prompt, one sees the bash
history scrolling

Actual Results:  
See 2., 4.  and 6. above

Expected Results:  
In Case 2. and 6. nothing should happen, because there is nothing to scroll
back

IMHO above behaviour here is inconsistent.  Delegating scrolls to the
application should not depend if the is a non-empty scrollback buffer.       It
should only use 'full-screen' mode as set by e.g. less, top or vim, as a
trigger to delegate scroll effents to the application.
