I can reproduce this bug (both Qt 4.8.6 and 5.4.1) using Belgian and French
(Bépo) layouts, in this order. Some shortcuts work as expected (in rekonq:
Ctrl+T), some others don't (Ctrl+W). I think it works when the first layout has
a letter, and doesn't  when it's a symbol (dot, comma, …).
