This bug can be safely closed.  The problem seems to be an issue with X
keyboard mappings on my MacBook Air laptop.  I had to play with the layout and
found that the US English layout has a specific variation for the Mac.  Konsole
seems to simply be using whatever character set is being passed in from X.

Sorry for the confusion.  Hopefully this helps anyone else with a Mac keyboard
who is using Vim.
