I can confirm this. It just started happening to me after I updated to 4.11.3.
No matter how many times I resize Konsole, "echo $COLUMNS" keeps returning 80.

I'm on Arch x64, KDE 4.11.3, Qt 4.8.5, Konsole 2.11.3
