The panel is on top of Konsole window, when the window does not have focus and
user switches to the workspace that has the full screen Konsole window in it.

Reproducible: Always

Steps to Reproduce:
1. Open Konsole & put to full screen mode (Panel is 100% length at the bottom
of the screen)
2. Switch to another desktop and click on the desktop or other window to lose
focus from Konsole
3. Switch back to Konsole via keyboard shortcut (or via Pager widget in the
panel)

In step 3, when switching to Konsole via Pager widget, seems that step 2 above
can be omitted; Konsole loses focus when clicking on pager. 


Actual Results:  
Panel shown on top of Konsole.

Expected Results:  
Panel not shown (Konsole window on top in full screen)
