I start Konsole through a shortcut in the panel, or through a keyboard
shortcut, and not through krunner.

As has been pointed out, a second or subsequent instance of Konsole starts with
~, not ~/Documents. I don't understand this inconsistency, which is perhaps
even more annoying than having *all* instances start in ~/Documents would be.

Anyway, I've now set my Documents path through System Settings to be my home
directory. I don't think I should have to do that, and it's a kludge, but there
it is.
