This is actually a problem of Konsole, instead of Krunner.

It works, at least in KDE SC 4.7.3. The tricky thing is it does not work when
you already have some Konsole windows which are launched through menu or
Krunner. See bug #205190 and bug #189184 for more explanation.

Although it works in KDE SC 4.7.3,  you may notice the window title specified
by "--title" option will easily be replaced by the title of active tab. See bug
#179142 for more information.

And in the upcoming KDE SC 4.8, due to the side effect of one commit which
fixes bug #176902, the "--title" option won't work and the window title will
always be the same as the title of active tab.
