I use three activities with the plasma desktop.

Example:
I have an open terminal in activity-1.
I switch to activity-3 where I have desktop shortcuts to terminal with
command-line option --new-tab.
Using one of these shortcuts opens a new tab in activity-1.

It should only consider open terminals within the same activity - I think.
