I think that is the expected behavior .

If the default profile is a system profile, modifying it will create a new
profile with the *same name* under ~/.kde/share/apps/konsole. This is quite
logical: what do you expect konsole to do when it needs to save modification
against a file on which it has no write permission ?

Locale should be irrelevant. Just check whether new profile is created under
~/.kde/share/apps/konsole.
