The issue is that Konsole uses its own code to move tabs.  This is due to

KTabBar:
Note, however, that QTabBar::setMovable(true) disables dragging tabs out of the
KTabBar (e.g., dragging the tab URL from Konqueror to another application)!

So as long as we want to move tabs between Konsole windows, we can't use
setMovable.
