Since KDE 4.4 the situation is better but not perfect.

Issue Nr.2 of my description is now obsolete.
but Issue Nr.1 is still at least partially valid.

There is a (global) Root_Shell.profile located /usr/share/kde4/apps/konsole -
this profile is changeable and deleteable in the (normal) user's profile
management which is curious, because it's a global profile.
If I change the profile, it seems that a new locally adopted root_shell.profile
is created and the global one is deactivated. Unfortunately the oficial KDE
plasmoid with Konsole profile selection shows now 2 "Root_Shell" entries.
Inmo this behaviour is odd.
