On a clean and updated installation of Kubuntu 8.10 I am unable to use tab
completion with apt-get.

To reproduce this behavior, please open konsole and type

sudo apt-get install f

Now hit tab. you should see everything that will install that begins with the
letter "f". However, if you do not, please confirm this bug.
