With konsole 2.3.3 (kde 4.3.3) compiled from sources I have Scrollback->Clear
Scrollback, but no default shortcut Ctrl+Alt+H for this action.
Using this option the scrollbar knob is indeed unchanged.

Konsole 2.4 in recent trunk compiled from sources does not have this option
Scrollback->Clear Scrollback anymore, only the options I described in Comment
#1, so I do not see a regression.
