I assume you mean the handle/slider/thumb size of the scrollbar and use Oxygen
style, so I am reassigning, as Konsole cannot influence the minimum size of the
scrollbar slider.

To confirm the issue, you could try a different style. With Skulpture, you can
change the minimum scrollbar slider size to check.
