FYI:  There's an easy workaround.  Edit the appropriate

~/.kde/share/apps/konsole/<config>.profile

(where <config> is, e.g. 'mc', 'shell', etc.)

and make sure

FlowControlEnabled=false

appears in the [Terminal] stanza.

Probably best to do this when konsole is not running to prevent it from 
being overwritten.

The greyed-out box on the Advanced tab will then appear unchecked and 
konsole no longer reacts annoyingly to Ctrl-S / Ctrl-Q.
