I am using the same version of Konsole, konsole 2.2 KDE 4.1.96 (KDE 4.2 RC1)
with gentoo and can confirm that the option "show menu-bar in new windows" does
not work like it should. 

And the "Show menu-bar" state in the right-click context menu is really out of
sync. sometimes to deactivate the menu-bar, you have to click twice on that
checkbox.
