I am using a KDE 4.1.4 from Ubuntu + KDEdesktop.

Each time when I open a new tab (ctrl+shift+n) the menubar shows up and remains
unchecked in View->show/hide menubar. If I choose to hide menubar, it
disappears in the current tab. But if use shift+arrow key to go to another tab,
the menubar re-appears for no reason! and the status of View->show/hide menubar
is unchecked again.

I remembered that I had this kind of problem when I use kde 4.0 or something
like that. Then this bug disappears. Now it shows up again. This is really
annoying.
