In Settings -> Edit Current Profile -> Tabs there is an option to show 'New
Tab' and 'Close Tab' buttons on the toolbar.

As for buttons on individual tabs, we tried that during KDE 4.1.x development
and it caused a lot of grief with people accidentally closing tabs.
